Jean-Luc Domenach is research director at Centre d'Etudes et de Recherche Internationales (CERI). He lived in Tokyo from 1970 to 1972 and served as the French cultural attaché in Hong Kong from 1976 to 1978. A former policy analyst at the Policy Planning Department of the Ministry of Foreign Affairs, former director of CERI, and former vice president for research at Sciences Po, he spent five years in Beijing, where he created and led the Antenne Franco-Chinoise de Sciences Humaines et Sociales at Tsinghua University. Domenach is a regular columnist for Ouest-France, a member of the editorial board of Vingtième siècle, and a correspondent for L'Histoire, as well as a regular contributor to Politique internationale, Critique internationale, Pacific Review, and Asia Europe Journal.

Critical though sympathetic observer

Domenach seems to know China thoroughly. In his critical but sympathetic observations of the problems facing China, he makes the subtle distinction between what is intrinsic to China and what is common to all nations which have undergone revolution and are still in the throes of defining their future. He vividly describes the difficulties facing China's population and its leaders, points to the fact that change around them is happening at a much faster pace than shortly after the French revolution, and their varied responses to the world of global communication and foreign influence. Easy to read and understand.

Modern China below the surface

This is an interesting account, originally published in French in 2008, written by a French intellectual/diplomat staying in Beijing 2002-2007. A drawback is that some of the info feels a bit dated; however, there is an afterword by the author that bring the work more up to date (up to 2012). There is accordingly no discussion of recent events such as the fall of Bo Xilai, the recent crackdown on corruption, the maritime conflict with Japan, or the result of the leadership succession of the CCP (the communist party). However, this does not really matter. Domenach seems to have been an interested observer of the rapidly developing China around him, and his frank account is very interesting to read and deals with several fundamental issues facing the CCP. The author points out that, in contrast to the Soviet Union, the opening up to business occurred with the party still in power. This lead to a class of apparatchiks and businessmen attached to the party, not because of ideology but as an instrument of power.
Moreover, the author notes that the integration of China into the world is a controlled, strategic, and nationalistic process. The Chinese leaders have never lost sight of the tragic starting point (opium war; never forget national humiliation) of Chinas modernization and are relaying on the most cynical conviction of the elites and the most xenophobic attitudes of the masses. The patriotism instilled into the younger generations is not a coincidence, and Chinas intention is to gain from the world, as well as to recover former glory. However, in recent years the author notes that china is also taking up a more responsible attitude, e.g. by taking part in aid programs and peacekeeping missions. Moreover, many fundamental western values seem to be accepted among the elites. Thus one can not view Chinas integration into the world as a one way street regardless of official rhetoric. The author goes on to give frank impressions about a wide variety of issues. These issues are long term and that the book was published a couple of years ago is thus of minor importance.
The book can be viewed as a well informed westerner's opinion about various long term aspects of modern Chinese society, as well as a summary of important challenges that China will face in the near future. The book is thus valuable as a first entry for westerners into what's going on below the surface in China and the CCP.
